The third level of strategy is the functional strategy or operations strategy. At this level, decisions about what a firm must do to fulfill its strategic business plan are made.

It uses the period-by-period forecast to estimate when the firm will receive money and when it will pay out money. For the first seven months of the project the firm will have negative cash flow of $56,000. Then as sales pick up it will alternate positive and negative cash flows. Part of the reason for this is that revenue will be received 30 days after the product is sold, but the expenses to produce the product will be paid the month earlier. Cash flow—The net flow of dollars into or out of the proposed project.

DFM also focuses on adding functions to the product and on increasing quality and reliability. Both of these are aided by increased simplification of the product design. DFM is usually implemented by a multifunctional design team. A core team is established for each project, which might consist of the project engineer, a designer, representatives from marketing, technical support, purchasing, factory line assemblers, and foremen. The entire team meets regularly and works together on the project after they receive training in the principles.
