5. Eurostat projection scenarios: A view of future fertility. Before turning to the causes for low and very low fertility as a basis for action, I will briefly analyse the impact of recent trends and the projected fertility level on the EU15 population and their consequences for some key social and political issues. The data for the future will be based on the high Eurostat projection scenario for two reasons. First, the high scenario hypotheses for fertility and immigration are closer to recent demographic trends than the other two.

While convergence is likely to reduce east–west differences in the long term, the new member states are at present sufficiently similar to each other, and sufficiently different from the EU15, to justify the two groups being studied as separate entities.
