The current pragmatism is rather that nationals from various NATO and EU states serve in each other’s militaries and there will be a natural internationalisation where multinational units develop, both in procurement, deployment, maintenance, and support functions. This will make it easier to operate truly multinational units and for the EU to be a ‘military master’. The role of private military companies (PMCs) in Europe is so far limited to supply and noncombat roles, although economic logic may suggest otherwise.
For these reasons, military force can no longer find legitimacy only in the concept of the nation, but is tied both to ethics and to international law, that is, to internationally recognised norms and not to Westphalian state interests (Kennedy, 2006). Further, threats are diffuse and therefore blur the inside–outside dimension of the state’s traditional monopoly on the use of force. In short, defence has changed from primarily having a territorial, stationary function to having an international, even global scope, serving diffuse political interests.
Legitimacy for using force is achieved both internationally and at home. The best legitimacy is a UNSC mandate which provides legality to an operation and global political support (Matlary, 2006). This in turn provides legitimacy at home, to publics and parliaments alike. However, also other forms of multilateralism may provide legitimacy, with or without a UN mandate. Being in a coalition that is based on either NATO or the EU provides a degree of legitimacy that is explored later in this book.
