In addition to expanding initial in-service training, Guyana has granted teachers substantial salary increases to attempt to stop the hemorrhage of teachers which has literally devastated the teacher force of that country over the last two decades. Jamaica has recently carried out a major reclassification of the teaching service not only to realign it with the rest of the public service, but also to provide a more satisfying career path for those who prefer to remain as teachers and not become administrators.

1. The collapse of the ideological polarities that have shaped the world for nearly a hundred years has left in its wake a 62 unipolar world dominated by capitalism and market forces. The burden of resolving all social, ethical and economic problems of the countries of the world has been put on the shoulders of market forces.
