He reiterated the argument that the Scotland and Westminster: The Unionism of Walter Elliot (1888–1958) 33 Union was one of equals and was not ‘a policy of amalgamation’. ’61 The need now, he argued, was ‘the arrest and reversal’ of the centralizing threat. His influence on Conservative policy for Scotland was apparent when the party issued ‘Scottish Control of Scottish Affairs,’ which declared that Union is not amalgamation. Scotland is a nation … It is only since 1945, under the first socialist majority, that we have seen the policy of amalgamation superseding that of Union.
In particular, he recognized its importance for Scotland, criticizing another MP in 1951 for not raising agriculture in a House of Commons’ debate on the Highlands. ’8 And as Minister of Agriculture in the early 1930s, he considered agriculture of British national and imperial importance. In his ‘maiden’ speech as minister, he referred to the anxiety occasioned by the depression and political crisis.
