The specter of “the people” haunts this former workers’ village. When I first arrived in Hadong, it had been more than three decades since Mao died and China’s reform ( gaige kaifang) started. Cultural Revolution posters were still sold in street markets. Mugs and certificates—old prizes from the Fenghuang factory—were displayed in many houses.

Like many other policies responding to the problem of unemployment, it arose out of the Chinese government’s increasing concern that social instability would accompany massive layoffs and labor protests. Yet the historical origin of dibao is in striking contrast to its ahistorical design. That design is tied to the emergence of new rationales that normalize these former workers into “the population,” that is, into numbers without history. Like Zhou Yongming, however, “numbers” do not necessarily remain silent.

Northeast China in general declined from a socialist industrial base to a moribund rustbelt amidst the market reform.
