25 On the margins of inclusion De-industrialisation and the post-industrial city Following the crisis of the 1970s the mechanisms established under the post-war era of Fordist industrial strategies and Keynesian ‘demandside’ policies gave way to a political and economic ideology that would place global markets at the centre of the historical stage. The expansion of global capitalism was stimulated by policies that emphasised privatisation and deregulation as governments pursued often short-term policy objectives (Hirst and Thompson, 1996, p 2).
The vagrancy laws that Henry VIII passed sanctioned draconian measures against the ‘able-bodied’ beggar who was to be flogged and fines imposed on those who provided them with charity. 41 On the margins of inclusion The 1563 Statute revealed an early ‘welfare-to-work’ measure, which sought to enforce work habits in order to reduce poverty. All men aged between 20 and 60 without a trade were to be placed, at the same wages as servants, in households of the land-owning gentry (Geremek, 1994).
These trends have also assisted the growth of low-paid employment to men as well as women. The wages of the bottom 10% of male earners in the US and UK remained stagnant or declined between 1975 and 1995, eroding the relationship between standards of living, family and employment position (Marris, 1996, p 54). Hamnett (2003) takes issue with the polarisation thesis that predicts increasing proportions of jobs at the top and bottom end of the labour market. While post-industrial labour markets may generate large numbers of unskilled, low-paid jobs, this does not indicate that such jobs form an increasing proportion of total employment.
