Beyond the standard measurement systems which are utilised by international agencies, there are many more contested definitional issues. Some writers, for example, see societies which have developed materially but have lost touch with traditional – itself a contested concept – spiritual or cultural values, as having ‘maldeveloped’ (see European Journal of Development Research ‘special issue’, EJDR 1996). org). Furthermore, a growing number of writers and activists identify development as being about the progressive realisation of human rights – the so-called rights-based approach to development, which emphasises both political and civil rights (traditionally seen as outside the remit of development) and economic and social rights, the more common ‘stuff’ of development (Uvin 2004).
The four-part structure of the book is intended to navigate the reader toward related issues, although each chapter can be used on a standalone basis as an introduction to the issue it addresses. Part I is labelled ‘Development Discourses and Definitions’ and includes Andy Storey’s chapter on ‘Measuring Human Development’ (Chapter 2), in which he considers the question: Who gains from the very act of measuring development? This part also includes Paul Hainsworth’s contribution (Chapter 3) on the International Criminal Court and its implications for the globalisation of justice.
