The impact of this kind of change has been keenly felt by organizations operating in the space left by the state’s withdrawal from frontline functions in service delivery. It is also a state that is less monolithic and more varied in the manner in which it carries out its functions, some of which are now modelled explicitly on practice in other sectors. Leviathan is no longer a single beast, as Hobbes proposed, but a shoal of smaller creatures – many of them with sharp teeth. This casts new light on the question of competence.

While this process is going forward elsewhere, however, the nonprofit sector has entered a period of significant crisis in the United States, the country that, at least since the time of de Tocqueville, has been regarded as the virtual seedbed of nonprofit activity. How can we explain this paradox? What is happening to the nonprofit sector in the United States at the present time? What future does this portend for the American nonprofit sector and what can be done about it? The purpose of this chapter is to address these basic questions, to examine the current crisis confronting the American nonprofit sector, to explore the options that exist for dealing with it, and to suggest the implications that flow from this analysis for the nonprofit sector elsewhere.

Although there is some evidence that private individual giving may have grown more substantially in 1995 and 1996 in response to improved economic conditions, the difference was still not sufficient to alter the overall picture. The more likely response, therefore, is that nonprofit organizations will turn even more extensively to fees, service charges and other essentially commercial forms of income to finance their operations. This certainly is the message of the 1980s, as we have seen. But it can be a highly self-defeating course.
