These vested interests have hampered or undermined the effective development of important Islamic institutions, specifically those with a financial-welfare component. With the failure of Malay capital, given the need to increase domestic investments and since Mahathir does not believe in using state capital to promote development, the government has increasingly come to recognise the need to incorporate and accommodate non-Malay enterprises in a more meaningful way in the economy.
