Chapter2 Control of Activities In the previous two sections we looked at how accountability is organised for economic regulation and various organisations respectively. Just as various organisations are found under economic regulation, so organisations can undertake various activities. In order to define the analytical framework more precisely, this section will examine the division of control among different sorts of activities. These concepts may be useful to the empirical analysis in describing the nature of concrete port activities.
By crossreferencing the two criteria we get four ideal types of activities or goods and/or services. 3. Classificationof Goods Chractcristics(Savas, 1987) Thus private activities can be distinguished which are characterised by individual consumption and the option of excluding consumption by others. In the best case, private goods are offered in competition so that the consumer has the opportunity to choose providers without incurring any penalties. It can also happen that there is reduced competition because the provider has a niche market.
