Social and political order was restored. It was realised, however, that a programme involving something more than simple repression was necessary. Nicholas Il's chief minister, P. A. Stolypin, believed that the solution was to regain the support of the peasantry. His policies were aimed at the cutting of the social and economic ties which bound households to the commune and at creating a class of independent small-holders. Private property was to replace collective tenure, strip-field agriculture was to give way to consolidated farms.

Most peasants seem to have preferred a guaranteed minimum of communal welfare to the uncertainties of private enterprise. The government's reaction was to resort to laws which pressurised the peasantry to submit, but again the achievements were less than Stolypin had hoped for.
Curiosity also prompts an enquiry about the party's sexual and ethnic composition. What slender evidence there is suggests that women, though being recruited in the thousands, were still vastly outnumbered by men. Hardly any local committees are known to have conducted special recruitment campaigns among female workers. Central Committee member Alexandra Kollontai was one of the extremely few Bolshevik officials to take up such an interest in 1917; it was only in the Civil War that her ideas were accorded serious attention.
