CULTURE AND ADJUSTMENT 37 THE PROCESS OF STRATEGIC ADJUSTMENT: AGENDA SETTING AND COALITION BUILDING The question of why one subculture wins out over another is intimately related to the question of how strategic adjustments are made. First, it is analytically useful at this point to distinguish between “strategic cultures” or “subcultures,” which are nationally distinct and persistent, from the particular grand strategies chosen by leading decision-makers at a given moment in time. For example, Germany and Japan may have had antimilitaristic strategic cultures since 1945, but that still leaves open the more precise question of the exact grand strategies followed by these two countries.

For domestic reasons, nationalists, internationalists, realists, or progressives may be politically weak or politically strong, regardless of international pressures in one direction or the other. S. strategic adjustment for reasons that have nothing to do with international conditions. Since political party coalitions come together in the United States on a variety of issues, of which foreign policy is only one, electoral turnover will typically reflect a popular expression of preferences along several policy dimensions: economic and social, as well as international.

This is hardly an insuperable obstacle for realists. But it does mean that realist theories of foreign policy must fill in the blanks left by Waltz; they must specify how far and to what extent systemic or structural pressures actually determine the foreign policy behavior of individual states.
