For policy purposes, Elson draws attention in particular to the activities of the state in the provision of physical and social infrastructure and to the operation of labour, commodity and other markets. 3. Micro-level analysis explores in greater detail the gender division of labour, resources, responsibility and decisionmaking in different sectors in terms of paid and unpaid work. It also examines the structure of decision-making, particularly in the household. Such analysis is central to understanding: (a) how macroeconomic forces, filtered through the various institutions of society, impact on, and are responded to by, individual women and men in households, firms and other organisations; and (b) how their responses in turn feed into the wider economy.
While these are important goals, closing the gender gap in indicators of health and education not only requires better service delivery. It also means increasing women's economic agency and the value they give themselves and are given by their community. The MDGs are only a partial improvement on the IDTs as women are still not part of the poverty reduction goal. Instead women continue to be identified with human development goals - in relation to education, maternal mortality and the incidence of HIV/AIDS.
The average working day was 419 minutes in industrialised countries, 471 minutes in urban developing countries and 566 in rural developing countries. The study also noted that women accounted for 51 % of the total work burden in industrialised countries and 53% in developing countries. However, while women in both contexts spent about a third of their time in SNA activities, and the rest in unpaid work, men spent 66% of their time in SNA activities in industrialised countries and 76% in developing countries.
