508 interviews were completed among the four sample groups: handicapped, received special help, would benefit from it and non-handicapped. The response rate was 82 per cent at the fieldwork stage. There were few significant biases in the sample. As the four sample groups were based on different sampling fractions, with only the handicapped group consisting of the total at 16, results which follow are generally presented separately for each of these groups. This enables comparisons to be made between groups.
