A key social question raised in each country in Southeast Asia is the extent to which different groups are benefiting or suffering from the rapid changes affecting each society.

Environmentalism clearly lends strength to those primarily concerned with articulating claims over resources intrinsic to livelihoods. At the same time, the dynamics and the symbolism associated with environmentalism suggest that it is more than a discursive cover for material struggles. Moreover, beyond issues of direct resource access and control is the role of environmentalism as a response to what might be termed the ‘politics of externality’.
