But because Athens's large and powerful navy was left intact when the Persians retreated and because there was no other member to rival Athens's military power or prestige, the Athenians gradually assumed control of the Delian League, which meant that economic and military policies that governed members tended to favor Athens. In time, members were forced to pay what amounted to a tax to Athens, ostensibly to pay for protection from any future Persian threat, but in reality the money collected went to support Athens's increasingly expensive appetite for civic adornments and military domination.
