49 The basic Congress platform was one of opposition to the new constitutional reforms but with a neutral stand on the Communal Award. The only areas in which it did badly or did not bother to contest seriously were those- the Muslim seats in general and the Hindu seats in the Punjab and Bengal - in which the reforms, and in particular the Award, had Central Congress Politics 1933-7 43 polarised political passions into attitudes beyond the generalist sweep of the Congress appeal. But the importance of the 1934 elections should not be exaggerated.

On the other hand, the host of small States, ably led by the Jam Sahib of Nawanagar and the Maharaja of Dholapur, feared that any federal scheme would increase the status of the larger States at their expense. By the time that the Government of India Bill was published, all the Princes had lined up against it. Paramountcy was still the vital issue and the Bill did not free the Princes from the interference of the Government of India Political Department. Of the British Indian politicians, the support of the Muslim leaders was the most important to the British.
