The symbolic value of this ethic to organised teachers was considerable because it brought them into cultural parity with long standing and established professions. At the same time it was perceived as another measure of the extent to which the profession was trusted9 by the agencies of the central and the local state. Teacher-state relations however were always contested on actual levels of salary for state school teachers. A large occupational group looking for financial parity as well as cultural parity with other established professions was always a difficulty for the central state, and the local state, whatever political party was in power.

In short they recognised conditions, if not of immediate crisis, then certainly of impending crisis in the 1990s unless policy directions were changed. This position was quite explicitly stated in two major sections of the Report: 'Making Teaching an Attractive Career' (Section II) and 'Career Prospects and Pay' (Section III). In Section II the Report was emphatic about the importance of teacher morale and about the obvious relation of morale to issues of teacher supply and retention: 20 In the course of our inquiry we received a great deal of evidence of low morale in the teaching force.

The proceedings of the Committee were premised upon the notion that teachers were professionals and that professionals knew what their occupational responsibility involved without a procedure of formal specification. In other words, negotiations on salary and conditions of service for state school teachers were premised on an ethic of implicit professional responsibility. The symbolic value of this ethic to organised teachers was considerable because it brought them into cultural parity with long standing and established professions.
