The system doesn’t work unless the ‘right’ proportion of children, and therefore schools, fail. If too few fail, we are told (pace Ofsted, 1998a) that the standard is too low. If too many fail, we are told that teaching standards are too low. Presumably, as more pass the target level year by year, the level will be raised. Thus what is presented as an objective, criterion-referenced test becomes normreferenced by the application of a pass/fail line. Threshold targets also have the built-in weakness of tempting schools to focus their efforts on the children likely to fall just short of the level.

They do not tell us much about children’s ability to learn, or about their personal and social development. Once again, like inspection and baseline assessment, SATs are doing two jobs which may be incompatible. First, they are diagnosing, so that teachers can identify the needs of individual children. In which case, there is no need to publish them. Secondly, they are used to evaluate the school and the teachers. In which case, why inspect?
