The most common story had it that his managers told him it would take $12 billion or $13 billion to achieve a manned lunar landing and return, so he made an appointment to discuss the program and budget that he was recommending with President Kennedy. On the way to the White House in his Checkers limousine, a modified version of the popular taxicab (he was the only agency head to use such inelegant transportation, which he found spacious and easy to get in and out of ), based on his experience as director of the Bureau of the Budget and his expertise in dealing with big government programs, he doubled the estimate to $25 billion.
