The Origins and Plan of This Book This book originated with an invitation from the Committee of the Regions to this author to prepare a report on the state of democracy at the subnational level in all fifteen member states of the European Union. 27 Jacques Delors, in his address to the inaugural meeting of the Committee when he was President of the European Commission, had remarked that one of the 27 They had sought to become a fully fledged ‘institution’, that is on the same level constitutionally as the European Parliament and the Commission, and also to have the function of guardian of the principle of subsidiarity.

This is likely to grow in the future (Loughlin 1996a; Loughlin and Seiler 1999). The Committee of the Regions is also an important factor for the strengthening of democracy in the EU, as it has the potential to bring the processes of European decision-making closer to the ordinary citizens. Governance in Flux The consequences of these developments are that the role, nature, and functions of different levels of government—national, regional, and local—are in a state of flux. Some already strong nations and regions are likely to become even stronger, while the weaker may suffer further deprivation.
