This principle must be borne in mind in any examination of the outcome of the WSSD. Every generation is alarmed by the social and natural dangers by which it feels encompassed and ours is no exception. 40 All these phenomena, and many more besides, are ineluctably linked to a global political volatility in which the old, liberal certainties of democracy are increasingly undermined and disregarded. They also form the socio-political circumstances in which the WSSD was held. It is from this dispiriting situation that we must now consider what that Summit achieved and what the consequences might be.

Since these rules are little more than protectionist devices for large, particularly US, corporations and their investors, little movement on this front is likely. ’ That enhancement should take the form of encouraging industry to do all sorts of worthwhile things (see sub-clauses a, b and c), like improving ‘social and environmental performance through voluntary initiatives’ which should include ‘environmental management systems, codes of conduct, certification and public reporting on environmental and social issues’, all this in the light of principle 11 of the Rio Declaration.

Small island developing states, known as SIDS, are recognised by the UN as ‘a special case both for environment and development’. 23 It may be due to its influence that ‘[s]ustainable development of small island developing 46 Rio Plus Ten states’ is the subject of part VII (paragraphs 52–5). c). j proposes that SIDS be assisted ‘in mobilizing adequate resources and partnerships for their adaptation needs relating to the adverse effects of climate change, sea level rise and climate variability’.
