Most higher education students in South Africa follow undergraduate programmes. In 2001, 385,000 (60 per cent of the total) were enrolled for three-year undergraduate degrees and diplomas; 143,000 (22 per cent) for undergraduate degrees of four years or longer; 40,000 (6 per cent) for masters or doctoral programmes; and 55,000 (9 per cent) for other postgraduate qualifications below the level of masters. The remaining 22,000 (3 per cent) were enrolled for formal courses but not for a specific qualification (they were what are described as ‘occasional’ or ‘non-degree’ students).

They also remain under-represented in some areas of postgraduate education, most notably in doctoral programmes. Students from non-English-speaking backgrounds were slightly over-represented on population share during the 1990s.

HECS was conceived as a way of funding the expansion of the system while at the same time reducing income barriers to enrolment and the pressure on students to undertake paid employment while studying. HECS has generally been perceived to be a fair system. Universities are also allowed to enrol domestic undergraduate students on a full-fee basis, within certain regulatory constraints, but only 3 per cent of students are enrolled in this manner (DEST 2002a). At the time of writing, a major national review of higher education has recommended new funding arrangements, including a further deregulation of student fees.
