Research has shown that adoption of production criteria fundamentally affects decision-making about arrest and charging. One consequence of measurement in any organization is overproduction in the areas that can be measured and underproduction in the areas more difficult to measure (Etzioni, 1961). For example, detectives concentrate on cases that can be cleared rather than on those which require considerable investigative attention and are unlikely to result in a measureable payoff (Greenwood, 1975; Ericson, 1981).

Obviously mobilization, type of dispute, citizen characteristics, and citizen input influence decision-making by patrol officers and I examine these elements in later chapters. However, we must also consider the internal dynamics of the police organization and the legal organization within which the 20 Reproducing Order police operate. There are major limitations in studies which concentrate on characteristics of the community. These studies, following the work of Reiss and Black, tend to overemphasize the reactive role of the police and their apparent dependence on the public.

These practices have important ramifications for the productive efforts of police organizations as a whole. Several writers have pointed out that similar processes operate in other organizational contexts (see generally, Ditton, 1977, 1979).
