Whereas African-Americans in Brooklyn had been the least physically segregated group in the borough in the 1930s, by 1950 they were the most segregated. All were concentrated in the Bedford-Stuyvesant neighborhood, which became the largest Black ghetto in the United States. The GI bill of 1944 and the government mortgage guarantees, federal mortgage interest deductions, and Interstate Highway Act of 1956 that followed used public money and tax incentives to enable millions of families, largely White, to move "up and out" of cities.

One national study found that poor children are 50% more likely than other children to die during childhood (Sherman, 1997). In Washington, DC, mortality rates for African-American infants exceed those in 56 nations, including the Bahamas, Barbados, Fiji, and Jamaica (Children's Defense Fund, 2002c). The pages that follow describe some of the major social problems—problems with social roots—that affect children's lives, including their school lives. Such an overview necessarily only scratches the surface, but perhaps suggests the scope of the social injustice poor children suffer.

Stories like Britanny's and Jose's are inspiring, even reassuring, but do not alter the social reality: As a group, poor children bear the brunt of almost every imaginable social ill (Children's Defense Fund, 2002c; Duncan & Brooks-Gunn, 1997; National Commission on Children, 1991; Polakow, 1993, 2003; Sherman, 1997). This includes not only hunger and homelessness, but also untreated sickness and chronic conditions, such as asthma (Perez-Pena, 2003), tooth decay (Goldberg, 1999), lead poisoning (Needleman, Riess, Tobin, Biesecker, & Greenhouse, 1996), and other effects of environmental pollution (Books, 2000; Friedrich, 2000; Kozol, 1995).
