Safe? Sane? We can no longer afford to return to the old “carrot and stick” diplomacy “demanding” greater, faster reciprocity, and transparency – risking a return to times of high North–South tensions. It is at such times of high tension that wars historically have begun by accident or miscalculation. We can no longer risk the kinds of crises along the demilitarized zone (DMZ) that have been all too common over the years. Why? Times have changed, beginning with the 1993 No-dong 1 test in the Sea of Japan through the Taepo-1 test over Japan in 1998.
While the North has not accepted the major proposals suggested by South Korea to foster peace on the Korean Peninsula and promote rapprochement and cooperation between the two Koreas, this attitude may change somewhat in the future. There are a number of promising signs. First, the North Korean leader 28 In Je Rhee Kim Jong Il visited both China and Russia.
