Once we start to do this we shall encounter another difficulty, one too easily forgotten, but one which also highlights the possibility as well as the difficulty of practical action. This is that we face not one but many choices; that is, the choice is not just whether to apply morality to international affairs but rather to recognize the range of choices which are offered and on which sincere, morally concerned, people may disagree. If the realists and pragmatists sin by denying the importance of moral claims, the moralists fail too often by simplifying the issue, by denying the need for argument and choice, as between moral actions.
At the same time, there is a continuous moral pressure to make law into a vehicle for the realization of moral goals, including the informing moral idea in international life that there are strict limits on the discretion to use force that apply to states and other political actors, and that these have a moral duty to uphold international law, and that the law, in effect, embodies agreed, generally applicable and authoritative standards of morality that confine discretion to use force to 'defensive' modes.
The prior section emphasized the relevance of historical conditioning, and it could usefully be supplemented by a section on the relevance of cultural conditioning. Western cultural development since the Renaissance has exhibited a cumulative tendency toward secularization and materialism that has marginalized deference to the relevance of religion, and with it, to any self-referential form of moral discourse, leaving morality as a bone for official and unofficial propagandists. The most influential practitioner of realism could be understood, in a manner opposite to their normal perception, as the rediscoverers of a moral discourse appropriate for a statist geopolitics that operates in secularized cultural space.
