It is also constitutional democracy, in that the power of the legislature is limited with respect to the matters it can deal with. As we shall see in subsequent chapters, almost all states of the world today have written constitutions that allocate powers among different organs of government and specify what can and cannot be done by legislatures; and indeed what cannot be done by any organ of government, in the sense that individuals have reserved rights.

Generally, it was taken to mean that power had to be lodged in the legislative assembly; and the executive power, even now that it was republican and representative, had to be kept weak. This view was reinforced when the leader who finally emerged from the turmoil of the revolution of 1789, Napoleon Bonaparte, staged a military coup and proclaimed himself emperor. It was reinforced again when the Second Republic, founded in 1848 with a constitution calling for a strong president, was overthrown by the president who had been elected—Bonaparte's nephew—who proclaimed himself Emperor Napoleon III (on the premise that his father, who had never served as Emperor, should have been Napoleon II).
