Als Student in Bonn oder Göttingen hätte er nur bei gelegentlichen Wochenendbesuchen in Ludwigshafen auftauchen können. Um dort Politik zu machen, musste er aber in der Stadt präsent und verfügbar sein. Die Junge Union in Ludwigshafen war seine Hausmacht, wenn dieser Begriff nicht schon zu hoch gegriffen ist. Er selbst hatte unermüdlich für sie geworben und viele Mitglieder gewonnen, was ebenso für die Partei galt. Und dieser Ortsverband der Jungen Union musste beschäftigt werden. Eine solche Organisation konnte nur gedeihen, wenn dort Interessantes geboten wurde.
Und sein Sohn Helmut lernte viel aus diesen Gesprächen. Schon als Fraktionsvorsitzender, ohne jemals im Öffentlichen Dienst tätig gewesen zu sein, erwies sich dieser als gewiefter Beamtenpolitiker, der sich wiederholt für die pflegliche Behandlung der Beamtenschaft einsetzte und darüber hinaus stets die Bedeutung des »Stellenkegels« hervorhob. Das hieß nichts anderes als eine Auflockerung des Stellenplans. Nach Helmut Kohls Ansicht sollte es in einer Behörde nicht länger nur wenige höhere Beamte und eine große Zahl von mittleren Beamten mit geringen Beförderungschancen geben.
