They contrast the need to think of sustainable development in terms of progress along a long-term path with the common assumption that contemporary participation provides a panacea, and that uncertainty about the meaning of sustainable development can be countered by pragmatic experimentation. This raises questions about the link between spatial scale and the social organization of actions intended to promote more sustainable development. No amount of action at local level can substitute for action at national level, and local action may be ineffective without a facilitating national institutional framework.

But how do political factors influence the sustainability of development and attempts to improve it?
