Cost is only one among many factors that determine the competitiveness of an industry. As Liu and Woo (2001) note, firm costs are difficult to determine since information is private and confidential. Some firms may use this information for effective bargaining with government to introduce more favourable industrial measures. Furthermore, costs and prices do not indicate equilibrium or optimal conditions when the price structure is distorted, as is the case in China and many other developing countries.

Furthermore, as we noted above, there is an uneven spread of FDI between the coastal regions and the hinterland. The eastern region, which is already more developed, is likely to benefit even more from WTO membership by receiving a disproportionately larger share of increased FDI inflows. Opening up of the service industries to FDI will also encourage the establishment of foreign firms in the coastal areas where infrastructure is better developed.
