As a consequence, the ABS has excluded households with incomes in the lowest decile from the ‘headline indicator’ of financial hardship included in its flagship publication Measures of Australia’s Progress 2010 (see, for example,ABS, 2010), although the detailed analysis undertaken by Saunders and Bradbury (2006) suggests that the problem applies to only a small percentage of households (far fewer than the 10% in the lowest decile). The ABS has been taking steps (described in ABS, 2007b, 2009b; and Pietsch et al, 2006) to address the concerns it has identified.

The relative income approach is also well suited to drawing cross-country comparisons of poverty because it uses the same relative income benchmark in each country and avoids the problems involved in converting national poverty lines to a common currency.
