Without a typology it is impossible to map the zillion of discrete opinions and actions that one comes across in empirical research, especially in case studies (Sabatier 1987). The neorealists and neoliberals get around this by collapsing all these actors onto just a single rationality, thereby reducing the whole complex process to a few state actors bumping into one another like billiard balls on a smooth baize-covered surface. Constructivists, having gone to the opposite extreme, insist that any sorting (whether it be the neorealists’ and neoliberals’ unirationality or the Cultural Theorists’ fourfold plurality) is entirely arbitrary.
