Castlereagh examined the correspondence of Court and Governor-General in December 1804, and sadly concluded that

But, as we have already seen, the rebellion of 1798 had shown how easily control of the Catholic masses could pass from the Catholic conservatives, while the subsequent history of Maynooth was to demonstrate the inability of the Catholic bishops to produce an acquiescent priesthood. Long before the 1820s there occurred other warnings of a militant Catholicism which the traditional leaders would be powerless to suppress; a militant Catholicism which, with Irish nationalism, was to provide the main rallying point for Irish radicals and for the mass of inarticulate discontent.

Even so, he hoped for a majority of 40 or 50. A vague remark in the King's Speech on the opening of Parliament that means should be found to consolidate the connexion between England and Ireland was the only warning given, but it was a vain hope that a rampant Opposition would allow this to pass unchallenged. An impassioned debate followed; it lasted 21 hours and was carried by the government by only a single vote. The next day the House voted by a majority of 5 to erase the controversial paragraph from the royal speech.
