Draft recommendations are being prepared for several harmful substances and for discharges from urban and agricultural areas, as well as for discharges from the pulp and paper industry. The Commission adopted three recommendations concerning land-based pollution: • • • measures aimed at the reduction of discharges from urban areas by the use of effective methods in waste water management; measures to reduce pollution by agricultural pesticides; environmental monitoring of radioactive substances.
3 OPERATION OF THE 1972 OSLO CONVENTION The Convention for the Prevention of Marine Pollution by Dumping from Ships and Aircraft 1972 (Oslo Convention) was opened for signature in Oslo on 15 February 1972 and entered into force on 6 April 1974. The Convention applies to the North Sea and north-east Atlantic and makes it an offence to dump material in the sea without a licence from the relevant authority. To date it has been ratified by 13 maritime states of western Europe. 4). The major work of the Commission is to regulate the dumping and incineration of wastes at sea, to draw up codes of practice for particular substances and activities, and to collect data on different types of waste.
In conjunction with ITOPF, IMO and Videotel, the Commission helped with the shooting of five video films for the training of personnel, addressing all those involved in combating oil pollution.
