He was buoyed by the work of the libertarian social scientist Charles Murray, whose influential 1984 book Losing Ground argued that social welfare policies had increased long-term poverty. Murray’s logic was simple: Pay women to stay single and have babies, and more of them will do so. Pay them not to work, and you have a double disaster on your hands. Murray laid the blame for continuing high rates of poverty squarely at the feet of the welfare system. By discouraging both work and marriage, the system was ensuring that millions of American women and children remained poor.
